कांग्रेस अपने महाविनाश की ओर इतनी तेज़ी से क्यों बढ़ रही है ?

370 और 35A जैसी संविधान की अस्थायी धाराओं को मोदी सरकार ने एक ही झटके में समाप्त कर दिया है। जो काम पिछले 70 सालों में कोई भी सरकार नहीं कर सकी और जिसे बहुत पहले ही हो जाना चाहिए था, आखिर उस काम को मोदी सरकार ने बिना किसी अड़चन के अंजाम देकर एक ऐतिहासिक काम किया है। इस काम को अंजाम देने की योजना 2015 से चल रही थी और इसे लागू करने में जिस तरह की गोपनीयता रखी गयी, वह काबिले तारीफ़ है।

पूरा देश इन असंवैधानिक और भेदभावपूर्ण धाराओं के हटाए जाने से बेहद खुश है और जश्न में डूबा हुआ है लेकिन कांग्रेस समेत कुछ विपक्षी पार्टियों को देश-हित में लिया गया मोदी सरकार का यह फैसला भी रास नहीं आ रहा है और वे सब उसका जोर-शोर से विरोध कर रही हैं. जिन पार्टियों ने जम्मू कश्मीर के सन्दर्भ में लिए गए इस क्रांतिकारी और ऐतिहासिक फैसले का विरोध किया है, उनमे कांग्रेस, तृणमूल कांग्रेस, डी एम के , एम डी एम के , सी पी एम, आर जे डी, जनता दल-यूनाइटेड,पी डी पी और नेशनल कांफ्रेंस शामिल हैं कांग्रेस को छोड़कर बाकी सभी क्षेत्रीय पार्टियां हैं. कांग्रेस इकलौती पार्टी है जिसे राष्ट्रीय स्तर की पार्टी कहा जा सकता था, लेकिन देश हित में लिए गए इस ऐतिहासिक फैसले के खुलकर विरोध में आने के बाद कांग्रेस अपने वजूद को कब तक बचा पाएगी, यह कहना मुश्किल है.

नेतृत्व संकट से जूझ रही कांग्रेस पार्टी के पास यह बहुत बड़ा सुनहरा अवसर था, जब वह इसका समर्थन करके अपने ऊपर “देशद्रोही पार्टी” लगे होने का ठप्पा हमेशा के लिए मिटा सकती थी लेकिन कांग्रेस एक बार फिर से चूक गयी है। इस बार कांग्रेस ने वह गलती कर दी है, जिसे कांग्रेस पार्टी चाहे भी तो आने वाले कई दशकों तक नहीं सुधार पाएगी। कांग्रेस और उसकी पार्टी के समर्थक अक्सर यह सवाल करते हैं कि उनकी पार्टी को वेवजह ही देशद्रोही कहा जा रहा है. आज कांग्रेस पार्टी के उन सभी समर्थकों को प्रत्यक्ष प्रमाण मिल गया होगा कि देश की अधिकांश जनता कांग्रेस को देशद्रोही क्यों मानती है।

मजे की बात यह है कि गृह मंत्री अमित शाह जब संसद में कांग्रेसी गुलाम नबी आज़ाद से यह विनती कर रहे थे कि अगर उन्हें इन धाराओं को हटाने में कुछ गलत लग रहा है, तो कांग्रेस एवं अन्य विपक्षी दल उस पर वेवजह हंगामा करने की बजाए उस पर स्वस्थ चर्चा करें लेकिन अमित शाह की इस बात को दरकिनार करते हुए विपक्षी सांसद संसद के अंदर ही “संविधान” की प्रतियों को फाड़ने लगे और खुल्लमखुल्ला देशद्रोह पर उतर आए।

संसद की कार्यवाही का आजकल सीधा प्रसारण होता है और उसे पूरे देश की जनता देख रही होती है. सोशल मीडिया भी पिछले कई सालों में काफी ताकतवर साधन बन चुका है और देश की जनता क्या सही है और क्या गलत है, सब समझती है।

मेरे अपने विचार में इन दोनों धाराओं से सिर्फ तीन लोगों को फायदा था। जिन तीन लोगों को इन दोनों धाराओं से फायदा मिल रहा था, उनमे दो तो अपने ही देश में हैं- यानि अब्दुल्ला की नेशनल कांफ्रेंस और महबूबा की पीडीपी तीसरा व्यक्ति जिसे इन दोनों धाराओं का सबसे ज्यादा फायदा मिल रहा था, वह है दुश्मन देश पाकिस्तान क्योंकि जम्मू-कश्मीर को मिले इस विशेष दर्ज़े की वजह से ही वह उसे “कश्मीर समस्या” का नाम देने में सफल हो रहा था। इन दोनों धाराओं के विरोध करने में कांग्रेस का अपना कोई हित नहीं था लेकिन फिर भी सबसे ज्यादा विरोध कांग्रेस पार्टी क्यों कर रही है, इसका जबाब कांग्रेस के सभी नेताओं, कार्यकर्ताओं और समर्थकों को खोजना चाहिए।

जिस तरह से कांग्रेस पार्टी अपने असितत्व के संकट से जूझ रही है, उसके पास अपने असितत्व को बचाने के मौके वैसे भी बड़ी मुश्किल से आते हैं। काफी समय बाद एक सुनहरा मौका कांग्रेस के पास खुद चलकर आया था, जब कांग्रेस अपने वजूद को बचाकर खुद को दुबारा से खड़ा करने की दिशा में चल सकती थी लेकिन जो कहावत है कि -“विनाश काले विपरीत बुद्धि” उसे चरितार्थ करते हुए कांग्रेस ने अपने महाविनाश की कहानी का अंतिम अध्याय खुद ब खुद लिख दिया है।

How National Housing Bank is stonewalling the implementation of the PMAY

Pradhan Mantri Awas Yojana (PMAY) was launched by the Government with a view to provide affordable housing in rural and urban areas so that the people who are eligible under the scheme can purchase a house by availing the loans from the Banks and other Financial Institutions at concessional rates by availing the Credit Link Subsidy Scheme (CLSS).

Most of the Government schemes started or launched for the welfare of the people are not implemented by the Government agencies with the same spirit, with which these schemes are launched by the Government, defeating the very purpose for which these schemes were launched and hence the benefits of these schemes are denied by these implementing agencies to most of the eligible people.

I would like to elaborate this indifferent attitude of the various implementing agencies with the help of one true example. One unmarried women, having her independent source of income, was allotted the LIG Flat by the Delhi Development Authority. The Flat allotted to women was  constructed under PMAY Scheme. Women applied for the housing loan for the purchase of this allotted flat to LIC Housing Finance Limited (LICHFL).  LICHFL disbursed the loan but refused to allow the CLSS on the loan despite the fact that the women was fully eligible and entitled for the same. Aggrieved with the decision of the LICHFL, women lodged a complaint with the National Housing Bank vide Complaint Number : COMP/6712/2018 Dated 25/11/2018.

In this case, first the Financial Institution namely LICHFL has tried to obstruct the implementation of the scheme by refusing the CLSS benefit to the eligible women. Then again, when the complaint was made with the National Housing Bank, the NHB has miserably failed to resolve or respond to the complaint despite a substantial period of more than 8 months have already passed from the date of the complaint.

National Housing Bank is supposed to dispose off the complaints within a reasonable period of 30 to 60 days and if the person making the complaint is not satisfied with the resolution, he or she can make an appeal to the higher authorities in National Housing Bank. However, what is more shocking in this case is the fact, that the online system of the National Housing Bank is still showing the status of the Complaint as “ Under Process” after a substantial period of more than 8 months. Till the time this complaint will remain as “Under Process”, even the appeal against the same can not be made.  It appears that National Housing Bank is deliberately sitting on the complaints indefinitely with a view to stonewall the entire process of grant of CLSS subsidy under the PMAY scheme to the eligible persons.

Under the normal circumstances, it should not take more than a month’s time to resolve such complaints as full particulars are provided in the complaints and NHB has to decide on the eligibility aspect ,which is well defined in the scheme. However, in the instant case , NHB is sitting silent for the last more than 8 months and it seems it may not be able to resolve this complaint in near future as it has no intention for resolving the complaint.

WHY AGRICULTURAL INCOME IS TAX FREE IN INDIA WITHOUT ANY LIMIT ?

Agricultural income earned by a taxpayer in India is exempt under Section 10(1) of the Income Tax Act,1961.What is more shocking and surprising is that this so called agricultural income is tax free without any limit. You can have unlimited amount of agricultural income without paying even a single rupee towards income tax.

While income tax is levied on all types of incomes from all the persons, why Government is not imposing any income tax on agricultural income, is a million dollar question. Some people are under the wrong impression that our Government is very considerate and sympathetic towards the farmers community and do not want to impose income tax on agricultural income of farmers. However, this is completely untrue. Had it been the intention of the Government to provide the relief to farmers by not subjecting them to income tax, it could have been done by fixing a threshold for tax free agricultural income. If some type of income is made completely tax free without any limit, it clearly means that the farmers are not the real beneficiaries of this tax exemption and there is a larger conspiracy for providing this exemption of unlimited amount, by making a provision for the same in the Income Tax Act.

You will be surprised to note that no political party, irrespective of its ideology, never wants to bring the agricultural income into the tax net. You must have witnessed that when Bills relating to increase of salaries and allowances are introduced in the parliament or assemblies, these bills are instantly passed unanimously, with all political parties happily supporting the same. This very Same principle applies to total tax exemption of Agricultural Income. Since all the politicians ( irrespective of their political ideology) are the real beneficiaries of this unlimited tax exemption, they are happily enjoying it. Agricultural Income is being used as a tool to convert black money into white money for the last 70 years. Most of the politicians and the persons patronised by these politicians are misusing the “Agricultural Income” route for conversion of their black money into white money.

Income Tax Department and the officers sitting in the income tax department are fully aware of this misuse of tax exemption on agricultural income but they prefer to remain silent on this “tax anarchy”, due to political reasons. If some honest officer tries to scrutinize the tax exemption on agricultural income, then entire political system begins to harass him and the officer concerned is persecuted, suspended and even dismissed from the service.

Recently Central Government has compulsorily retired 27 senior officers from various Government Departments including Income Tax, Customs & Excise Departments. Out of these 27 officers, one senior officer was investigating the agricultural income tax exemption misuse by a former finance minister in the previous Government. There are several detailed videos of this officer available on the social media, wherein the officer is explaining how the former finance minister of the previous Governments was misusing the agricultural income tax exemption to convert his black money into white money. Since the officer concerned has now been sacked, it can be safely presumed that the investigation being carried out by that officer has also died its natural death.

Before presentation of the Union Budget every year, Government invites suggestions from all stakeholders to give their suggestions for the Budget. For the last 20 years, I am giving this suggestion to Government every year that Agricultural Income should be brought into tax net. If the intention of the Government is to provide tax relief to farmers, then that can be provided by prescribing a threshold exemption limit for the agricultural income. But why any Government will accept any such suggestions, when their own interests are at stake.

WHY CRUMBLING SMART CITY MISSION NEEDS URGENT INTERVENTION FROM PM MODI ?

The ambitious Smart City Mission was one of Prime Minister Narendra Modi's key electoral promises in 2014. The scheme, launched on June 25, 2015, aimed to develop 100 cities across the country, making them citizen-friendly and sustainable. The total proposed investment in the selected cities under the scheme is over Rs 2.05 lakh crore. But according to government data, a mere 33% of the total 5,151 Smart City Mission projects have been completed or are under implementation, utilising 25% of the envisaged investment.

Under the Smart City Mission,it was decided to form a Company for each smart city,in which the State/UT and the Urban Local Bodies,will be the promoters having 50:50 equity shareholding. With so much Government money involved in these projects, it was expected from the Ministry of Housing & Urban Affairs that it will keep a close watch on the implementation of the Smart City projects, but unfortunately ministry has miserably failed in monitoring the smart city projects. It seems that Ministry of Housing & Urban Affairs is under the wrong impression that once the Company for implementation of the Smart City Project is formed, its responsibility for monitoring the operations of that company is over. The question is who will be responsible if the company formed for the implementation of smart city project is not working as per the guidelines, advisories and instructions issued by the Ministry ?

Since all the smart city projects are Government funded and a huge amount of more than Rs.2 lakh crore is involved in its implementation, the Ministry rightly issued an advisory on 9/3/2016 for appointment of Independent Directors on the Boards of these Smart City Companies from the panel of independent directors maintained under section 150 of the Companies Act,2013. The purpose of this instruction from the ministry was to ensure better corporate governance and transparency in the operations of the smart city projects. However, most of the smart city companies have not appointed Independent Directors defying the instructions from the Ministry and are using all the Government money in the arbitrary manner as the transparency measure and corporate governance missing altogether from the system.

The most shocking and surprising fact is that the Ministry of Housing & Urban Affairs is indifferent and at all not concerned whether any smart city project is following their advisory for the appointment of Independent Directors. In an RTI Application, information was asked from the ministry as to the number of smart city companies, who have appointed Independent Directors on their Boards as per the Advisory Instructions issued by the Ministry. In response to a RTI Application, the Ministry of Housing has given the following reply : “The implementation of the Smart Cities Mission is to done by a city level Special Purpose Vehicle (SPV) incorporated under the Companies Act,2013 in which the State/UT and ULB are promoters having 50:50 equity shareholding. The SPV will plan, appraise, approve, release funds, implement, manage, operate and monitor the smart city development project. As such the information regarding the appointment of Independent Directors may be had from the concerned city/SPV.” This reply clearly indicates that Ministry of Housing neither has the information  about  the appointment of independent directors by smart city companies, nor they are willing to know this crucial detail, which is the only mechanism available with the ministry to ensure the better corporate governance and transparency in the operations of the Smart City Projects. Since the ministry does not have these details, it means, the smart city projects are not being monitored by the Ministry and it has been left open to smart city management to utilize the huge fund of more than Rs.2 Lakh crores in the arbitrary manner, without following the prescribed procedure, guidelines, advisory and instructions.

The Ministry has issued an advisory instruction that each and every smart city company must appoint Independent Directors from the prescribed Panel of Independent Directors as per section 150 of the Companies Act,2013. After issuing this advisory instruction, the ministry thinks that its responsibility is over and the smart cities themselves will do the monitoring work which the ministry is supposed to do. When the ministry has given certain instruction to the smart city company, then Ministry is duty bound to ensure whether the instruction given by it, is being strictly followed or not. But that is not happening and the huge amount of Government money is being spent by the smart city companies without any transparency or corporate governance mechanism in place.

For the reasons explained above, this ambitious project of PM Modi needs urgent intervention from PM himself, before this results in some scam after few years. If funds are left at the disposal of the local Government, without ensuring the transparency and corporate governance measures, scams are bound to happen.

मीडिया की "मिलीभगत" से हो रही है "रेप" पर राजनीति

मीडिया की "मिलीभगत" से हो रही है "रेप" पर राजनीति

कठुआ में एक बालिका की कुछ रोहिंग्या आतंकवादियों ने हत्या कर दी और उसकी लाश को एक मंदिर में रख दिया. बालिका का नाम आसिफा था और वह मुस्लिम समुदाय से थी. इस वारदात को हमारा मीडिया और टी वी चैनल कुछ अलग ढंग से ही पेश कर रहे हैं. मीडिया की माने तो इस बालिका का रेप इस मंदिर में किसी हिन्दू ने किया था. इस सफ़ेद झूठ को टी वी चैनल और मीडिया २४ घंटे इसलिए दिखा रहे हैं ताकि वह कहावत सही साबित हो जाए कि अगर एक झूठ को भी सौ बार दोहराया जाए तो वह सच लगने लगता है. कर्नाटक में १२ मई को चुनाव होने हैं और उसीके मद्देनज़र इस तरह से झूठ को फैलाया जा रहा है जिस तरह से हर चुनाव से पहले "अवार्ड वापसी गैंग" कांग्रेस और उसकी सहयोगी पार्टियों की मदद करने के लिए झूठ के सहारे दुष्प्रचार करना शुरू कर देता है. इस बार इस झूठ और दुष्प्रचार में लोकतंत्र का चौथा स्तम्भ कहे जाने वाले मीडिया ने भी अपनी निर्णायक भूमिका अदा की है. रोहिंग्या आतंकवादियों द्वारा एक बालिका की निर्मम हत्या और उसकी लाश को एक मंदिर में रखकर हिन्दू धर्म को बदनाम करने की नापाक साज़िश में इस बार मीडिया भी शामिल हो गया है. आतंकवादियों के गुनाहों पर पर्दा डालकर हिन्दुओं को बदनाम करने की कांग्रेस और उसकी सहयोगी पार्टियों की बहुत पुरानी आदत रही है. जिस तरह से आसिफा के तथाकथित "रेप" की झूठी खबर मीडिया में और टी वी चैनलों में कांग्रेस पार्टी और इसके सहयोगी दलों के इशारे पर फैलाई जा रही हैं, उससे यही साबित होता है कि यहां पर मंशा एक तीर से दो शिकार करने की है. पहले तो इस झूठ के सहारे रोहिंग्या आतंकवादियों के काले कारनामों पर पर्दा पड़ गया. दूसरें उस बालिका की लाश को हिन्दू मंदिर में रखकर यह बताने की भी कोशिश की गयी कि किसी हिन्दू ने उस बालिका से साथ पहले तो मंदिर में रेप किया और फिर उसकी हत्या कर दी. फिल्म इंडस्ट्री के लोग भी इस झूठ को सच बताते हुए कांग्रेस और उसकी सहयोगी पार्टियों की ताल में ताल ठोंकने लगे. इन लोगों कि नौटंकी कुछ इस हद तक बढ़ गयी मनो इस देश में कोई "रेप" पहली बार हुआ है. केरल और पश्चिम बंगाल में सैंकड़ों हिन्दू बालिकाओं के साथ जब रेप होता है, तब इन सभी फ़िल्मी नौटंकीबाजों, मीडिया वालों और कांग्रेस और उनके सहयोगियों के मुंह पर ताले लग जाते हैं. पहले तो यहां "रेप" जैसी कोई घटना नहीं हुयी, लेकिन अगर देश में कहीं भी "रेप" जैसी वारदात होती है तो उस पर राजनीति क्यों होनी चाहिए ? रोहिंग्या आतंकवादियों के अपराध पर पर्दा डालने के लिए और हिन्दुओं को बदनाम करने के लिए "आसिफा का रेप" जैसी मनगढंत कहानी बनाने वाले कांग्रेसी, मीडिया वाले और फ़िल्मी जगत के नौटंकी बाज़ , रेप की असली घटनाओं पर अक्सर चुप्पी क्यों साध लेते हैं ?

"रेप" एक जघन्य अपराध है और इसमें बिना किसी जाति-पाति या धर्म देखे बिना दोषियों को कठोर सजा देनी चाहिए. लेकिन मीडिया और फिल्म जगत के नौटंकी बाज़ इन घटनाओं में भी गंभीरता से चिंतन करने की बजाय उस पर भी कांग्रेसी पार्टी के हाथों बिकते नज़र आते हैं. उत्तर प्रदेश में उन्नाव के भाजपा विधायक सेंगर के तथाकथित "रेप" पर शोर शराबा करने वाले लोग भोपाल के कांग्रेस विधायक हेमंत कटारे के अपराध पर चुप्पी साध लेते हैं जो "रेप" के एक मामले में एक महीने से फरार चल रहा है. मसलन कुल मिलाकर रेप की उन्ही घटनाओं का पर्दाफाश मीडिया और फ़िल्मी जगत के नौटंकी बाज़ों द्वारा किया जाएगा जिसमे दोषी या तो कोई हिन्दू होगा या फिर उसका भाजपा से कोई ताल्लुक होगा. पिछले ७० सालों में मीडिया की इतनी किरकिरी पहले कभी नहीं हुई है जितनी इस बार "आसिफा के रेप" की काल्पनिक कहानी को खबर बनाकर परोसने वाले चैनलों ने खुद अपने आप कर ली है. इस "रेप" की झूठी वारदात के लिए कुछ कांग्रेसी नौटंकी बाज़ों ने कैंडल मार्च भी निकाला लेकिन कैंडल मार्च निकालने वाले नेता खुद यह भूल गए कि इस "फ़र्ज़ी रेप " जिसके लिए वे कैंडल मार्च निकाल रहे हैं, जब "रेप" की सैंकड़ों वारदातें असल में घटित हुई थीं और ज्यादातर रेप की वारदातें गैर भाजपा शासित राज्यों में घटित हुई थीं, तब इन लोगों ने कैंडल मार्च क्यों नहीं निकाला था ? 

इस सारे घटनाक्रम से जो एक और बात साबित होती है वह यह कि चाहे कांग्रेस और उसके सहयोगी राजनीतिक दल हों या फिर उनके हाथों बिक चुके मीडिया और फ़िल्मी नौटंकीबाज़ हों, यह सभी कहीं न कहीं, रोहिंग्या आतंकवादियों को बचाने में लगे हुए हैं और सरकार को इस बात की गहन जांच करनी चाहिए कि आखिर यह सब मिलकर इन रोहिंग्या आतंकवादियों को किसके इशारे पर बचा रहे हैं ?

“पाकिस्तान जिंदाबाद” से “पाकिस्तान नंगाबाद ” तक का सफर

पाकिस्तान के प्रधान मंत्री की  अमेरिका के हवाई अड्डे पर सारे कपडे उतारकर तलाशी ली गयी है. इस खबर की तस्वीरें सोशल मीडिया में वायरल हो चुकी हैं. देखा जाए तो यह कपडे सिर्फ पाकिस्तानी पी एम के ही नहीं, बल्कि पाकिस्तान के उतारे गए हैं और अमेरिका ने एक बार पूरी दुनिया को “आतंकवाद का मजहब” बताते हुए पाकिस्तान को सभी के सामने निर्वस्त्र  कर दिया है.

भारतीय मीडिया और टी वी चैनलों के साथ साथ खुद पाकिस्तानी मीडिया और टी वी चेनल इस खबर को काफी रोचकता के साथ पेश कर रहे हैं. दरअसल  यह मामला इतना सीधा नहीं है, जितना लग रहा है. कपडे सिर्फ पाकिस्तानी पी एम या पाकिस्तान के ही नहीं उतरे हैं. हमारे अपने ही देश में ऐसे हज़ारों लोग हैं तो खाते तो हिन्दुस्तान का हैं लेकिन गाते पाकिस्तान का हैं. उन सब के भी यकायक सभी कपडे उतर गए हैं. आइये देखते हैं, ऐसे कौन कौन से लोग हैं, जिनके कपडे इस घटना के बाद से उतर गए हैं :

१. वे सभी लोग जो भाजपा की हार पर “पाकिस्तान जिंदाबाद-भारत तेरे टुकड़े होंगे” के नारे लगाते हैं, उनके सभी कपडे इस घटना के बाद से उतर गए हैं.

२. वे सभी लोग जो जे एन यू जैसे तथाकथित शिक्षा संस्थानों में “पाकिस्तान जिंदाबाद” और “भारत तेरे टुकड़े होंगे” के नारे लगाते हैं, वे सब तो निर्वस्त्र हो ही गए हैं, उनके साथ उन तथाकथित नेताओं के भी कपडे उतर गए हैं, जो इन देशद्रोहियों का समर्थन करने के लिए जे एन यू में जाकर भाषणबाज़ी करते हैं.

३. कपडे तो कांग्रेस पार्टी के उन नेताओं के भी उतर गए हैं तो पाकिस्तान जाकर वहां की सरकार से “मोदी को हटाने” की मांग करते आये हैं. सवाल यह है कि जो देश अपने प्रधान मंत्री के कपडे उतरने से भी नहीं बचा सकता, वह मोदी का भला क्या बिगाड़ लेगा ?

४. कपडे तो उन “अवार्ड वापसी गैंग” के सभी सदस्यों के भी उतर गए हैं जो पाकिस्तानी आतंकवादी याकूब मेमन को फांसी दिए जाने के विरोध में अपने “अवार्ड” वापस कर चुके हैं.

५. याकूब मेमन को फांसी पर चढ़ने से रोकने के लिए जिन लोगों ने राष्ट्रपति महोदय से माफी की गुहार लगाई थी और उनमे से कुछ लोग तो रात के दो बजे सुप्रीम कोर्ट तक उसकी फांसी की सज़ा को रुकवाने के लिए पहुँच गए थे. जाहिर है कि इन सभी पाकिस्तान प्रेमियों के भी कपडे पूरी तरह उतर गए हैं.

६. भारत में बैठे जिन पाक-प्रेमियों के कपडे इस घटना के बाद से यकायक उतर गए हैं, वे सभी मिलकर मोदी को २०१९ के चुनावों में टक्कर देने के लिए एक “महाठगबंधन” बनाने जा रहे हैं. अब इस तरह का “ठगबंधन” मोदी के लिए कितनी बड़ी चुनौती खड़ी कर पायेगा, इसका अंदाज़ा लगाना मुश्किल काम नहीं है.

मोदी ने अगर कुछ नहीं किया तो विपक्ष घबराया हुआ क्यों है ?

मोदी सरकार को सत्ता संभाले लगभग ४ साल का समय पूरा हो चूका है. मोदी सरकार बनने से पहले देश में ज्यादातर समय या तो कांग्रेस पार्टी का शासन था या फिर कांग्रेस के समर्थन से चलने वाली सरकारों का शासन था. कांग्रेस और इसके समर्थन से चलने वाली सभी सरकारों ने देश को जी भरकर लूटा और अपने जबरदस्त भ्रष्टाचार और कुशासन से देश को लगभग महाविनाश के कगार पर पहुंचा दिया. क्योंकि पिछले ६०-७० सालों से कांग्रेस और उसके सहयोगी मिल बांटकर देश को लूट रहे थे,मोदी सरकार के आने से इन सबकी कमाई भी बंद हो गयी और इन लोगों के समर्थन और सहयोग से चलने वाली वे सभी दुकाने भी बंद हो गयीं, जो सामाजिक कार्यकर्त्ता, अर्थशास्त्री , फिल्मकार, इतिहासकार और कलाकार आदि के नामों से चल रही थीं. यह सभी लोग “अवार्ड वापसी गैंग” का हिस्सा बन गए और अपनी दुकानों के बंद होने के विरोध में अपने अपने अवार्ड भी वापस करने लगे.

देखा जाए तो इन विपक्षी राजनीतिक दलों को भारी नुक्सान का सामना करना पड़ा है. किसी भी व्यक्ति ने बड़ी मुश्किल से पिछले ६०-७० सालों में जनता को निर्ममता से लूटने की जो दुकाने खोल रखी हों, अगर उन्होंने अचानक ही बंद करना पड़ जाए तो उसकी पीड़ा को कोई भ्रष्ट-देशद्रोही ही समझ सकता है. इनके नुक्सान को मोदी सरकार ने तब कई गुना और बढ़ा दिया जब नोटबंदी, जी एस टी, बेनामी कानून और आधार को पैन कार्ड से जोड़ने की कवायद भी सरकार ने शुरू कर दी. पहले तो इन भ्रष्ट-देशद्रोहियों की समस्या यह थी कि मोदी के आने से इनकी आगे की कमाई बंद हुई थी, लेकिन नोटबंदी, जी एस टी, बेनामी कानून और आधार से पैन कार्ड को जोड़ने का मतलब यह हुआ कि इन लोगों ने पिछले ६०-७० सालों के कुशासन में जो काला धन इकठ्ठा किया था, उसके भी पकड़ में आने की पूरी संभावनाएं बनने लगीं.

मोदी सरकार के इन कड़े फैसलों से घबराये यह लोग जनता को पिछले ४ सालों से लगातार गुमराह किये जा रहे हैं कि मोदी सरकार ने कोई काम नहीं किया है. अगर मोदी सरकार ने वास्तव में कोई काम नहीं किया है तो उसका फैसला जनता एक साल बाद कर ही देगी और उसके लिए तो विपक्ष के नेताओं और पार्टियों को तो खुश होना चाहिए कि चलो मोदी ने कुछ काम नहीं किया है, लिहाज़ा २०१९ में जनता मोदी को हटाकर इन्हे सत्ता में वापस ले आएगी ताकि यह लोग अपनी लूट का सिलसिला एक बार फिर से शुरू कर सकें. लेकिन इन राजनीतिक दलों और इनके नेताओं को भी मालूम है कि इन लोगों की २०१९ के चुनावों में जमानत जब्त होने वाली है. इसका सबसे बड़ा सुबूत यही है कि यह सारे के सारे राजनीतिक दल सिर्फ अकेले मोदी को हराने के लिए “ठगबंधन” बनाकर चुनाव लड़ने की सोच रहे हैं. अगर मोदी ने कुछ काम ही नहीं किया है तो फिर इस “गठबंधन” या “ठगबंधन” की क्या जरूरत है ?
